Please welcome BG OMUSO D GEORGE as the latest member of our RAFINO family.

BG George retired in November 2021 with extensive experience providing strategic and operational
leadership and oversight in the Middle East, Europe, Asia and the United
States for the United States Army. As a consummate team builder and highly
skilled resource manager, he has advised at the most senior levels of U.S.
Army leadership. With a proven background in managing complex Army
funding portfolios, his areas of expertise include Defense and Federal financial
management focused on acquiring, distributing and accounting for financial
resources to enable strategic and operational outcomes.
BG George most recently served as United States Army Installation Management Command’s Director
of Resource Management, where he was responsible for an annual budget of $11 billion that
supported over 700,000 Active Army and Reserve Soldiers across 75 Army installations worldwide,
representing one of the Army’s largest individual funding portfolios. He provided strategic advice
and review in the building of the Army’s $90 billion five-year Installations Program Objective
Memorandum (POM, or Strategic Plan) that documented resourcing requirements and guidance for
future years. These duties included supervision of 89 direct reports and oversight of 2,700 resource
management professionals who supported the organization.
BG George also served at the Department of the Army headquarters where he managed 60 percent
($105 billion) of the Army Budget provided in the military personnel, and operations and
maintenance appropriations, as well as working capital funds. He led a 54-member team in
developing congressional budget justification material and defending Army budget requests,
executing the decentralized operating budget to produce combat readiness across more than 30
commands, and overseeing the centralized pay and entitlements budget for 482,000 Soldiers.
He also served in the Middle East where he was a senior resource management leader in
Kuwait, Afghanistan and Iraq. In Kuwait, he was the chief financial officer responsible for
resourcing the operational campaign to defeat the Islamic State. In Afghanistan, he managed the
Afghan National Army NATO Trust Fund which pooled funding from 23 contributing nations to
fund Afghan Army requirements. Also, as the Deputy Director of Resource Management for the
Army Corps of Engineers in Iraq, he managed and reconciled over $38 Billion across 28 different
federal appropriations in support of Iraq National Security Forces requirements. BG George began his career as an Air Defense Artillery Officer and transferred to the Army Finance Corps as a senior 1LT. He served in multiple operational finance assignments across CONUS, Germany, and Korea as a Finance Detachment Commander, FINCOM Asst S3 and XO, and Finance Battalion XO.
