FMNET Message 28 JUNE 2018

2311, 02 Jul 2018

FMNet Members:

1. The Chief of the Finance Corps, COL Rick Hoerner, suggested reading:
Two fascinating and timely articles as we are looking to make changes to all of our Programs of Instruction (POIs) at Financial Management School (FMS), from Financial Management (FM) Advance Individual Training (AIT) up through the FM Captain Career Course (CCC).  Common themes in both of these articles:

1) "We want to get our soldiers more capable.  We want to give units receiving these young men and women a better product."

2) "It's more reps and sets; we are trying to make sure that... soldiers are coming out of...  One Station Unit Training (OSUT) are more than just familiar [with ground combat skills]," Col. Townley Hedrick, commandant of the Infantry School at Benning, told Military.com in a June 21 interview.  "You are going to... come out more proficient and more expert than just familiar."

I think it's important to read these two articles and understand how other branches are adjusting their POIs to not only get after necessary soldier/combat skills but to also focus more on expertise (as feasible) rather than just making Soldiers 'familiar' with training.

What is the Bottom Line Up Front?:  As we make adjustments/improvements to our POIs at all levels, we need to look at what we can do with no increase in resources to provide more reps and sets and make our Troops more 'expert' in their field.

A Soldier currently deployed under a Joint Task Force managing DD form 1610 and all pay processing documents submitted to the finance office.  Currently, the budgeting team approves all DD form 1610 for service members completing intra-theater travels (i.e., Service Member stationed in location A; however, the mission requires a 3-day movement to location B).  Additionally, TCS orders are amended to cover service members in case of any permanent move to any locations within the AOR.  Is there a requirement for an accompanying DD form 1610 to support the days of travel?
