Two New Members from San Antonio

229, 10 Jun 2011

RAFINO welcomes two new members joining us from San Antonio:

Maj Astrid B., LABORENZ

and  LTC Joachim S. (Jack) FERNANDI.  Military Service Resume:

J. S. (Jack) Fernandi, LTC, USAR (Retired)

In May 1968, I accepted a regular army (RA) commission as a 2d Lieutenant upon graduation as a Distinguished Military Graduate from St. Mary’s University and began a four year active duty commitment as a result of an Army scholarship and my RA commission.  I selected the Finance Corps as my basic branch and was detailed to the Field Artillery initially to serve a year in a combat arms unit.   At St. Mary’s I received a BBA degree with a major in accounting.

My combat arms duty was with the artillery battery in two different armored cavalry units on the border in Germany was completed in September 1969.  From there I moved to the III Corps Headquarters as a finance officer where I worked 12 months in the G-1 office with non-appropriated fund audits and other personnel administration duties.  I was then sent to and completed the finance officer’s basic course at Fort Benjamin Harrison while in route to Vietnam.  I arrived in Vietnam in December 1970 and served in the 1st Support Brigade Comptroller’s office working contractor local support agreements and the Armed Services Procurement Regulations (ASPR) requirements as well as assisting the paying finance office located there.  I left Vietnam in late December 1971.

I resigned my RA commission in May 1972.  My last six months of active duty were at Foot Hood, Texas in the 13th Support Brigade where I worked with the Comptroller’s office with the implementation of JUMPS and working pay problems with the 27th Finance Company.  While on active duty I was promoted up to the rank of Captain and had also completed the field artillery officer’s basic course before leaving for Germany.

I became active in the U.S. Army Reserve about a year after leaving active duty by accepting a position as a finance officer in the 321st Civil Affairs Group.  I served with that unit from 1974 until 1990 eventually leaving there as a Lieutenant Colonel (LTC) and the S-1.  During that time period I completed the civil affairs officer’s advanced course and C&GS (in October 1984).  When I was promoted to LTC in 1990, my slot and tenure in this unit ended and I served in the USAR Control Group for several years doing short stints of duty with units at For Sam Houston until I was moved to an inactive status in the mid 1990s.  I qualified for retirement from the USAR when I became 60 in 2006.
