COL(RET) Kevin Troller

 

Born of Swiss/German and Irish heritage, Kevin has a strong work ethic, a passion to serve, an energetic personality, and a great sense of humor. Early in life, Kevin realized that the greatest equalizers in life were education and not taking yourself too seriously. His family moved to McAllen, Texas, his senior year of high school, where he joined the Reserve Officer Training Corp (ROTC). He found the discipline, regimentation, and service to his liking, which paved the way to his entering Texas A&M University, where he was selected as Company Commander, a member of Ross Volunteers (the honor guard for the Governor of Texas), 3-year Army scholarship recipient, and Distinguished Military Graduate. Kevin was commissioned into the Regular Army as a Finance Officer in 1979.

 

The Army embodied the mission and service aspects that drive Kevin’s personality. Throughout a 26-year career, his military duties took him throughout the United States, including Alaska, and to numerous overseas locations including Saudi Arabia, Kuwait, Germany, Hungary, Croatia, Bosnia, and Kosovo. Airborne qualified, Kevin commanded organizations at every level from Company through Battalion and Brigade Commands; eventually completing his military career as the strategic US Army Finance Commander at the Pentagon. Kevin retired with the rank of Colonel in 2005. His awards and decorations include the Legion of Merit, Bronze Star, Combat patch from the Gulf War, NATO Defense Service Ribbon, and Saudi Arabia and Kuwait Liberation Medals.

 

Following his Army career, Kevin spent three years as an Army consultant with Deloitte and Touché, before entering the City Management profession in 2008, where he continues to serve as Assistant City Manager in Baytown, Texas.

 

A 1979 graduate of Texas A&M University, Kevin holds a Bachelor’s degree in Finance, along with Master’s Degrees from Syracuse University and the Industrial College of the Armed Forces. He has served as Community United Way Campaign Chairman, Baytown A&M Club Muster Chairman, Ordained Minister with American Marriage Ministries, Honorary Colonel of the Army Finance Regiment, and continues to work with the VFW, American Legion, and Disabled Veterans Organizations.

 




COL(RET) Aaron Gillison

Aaron Gillison is the Director of Information and Technology for the Defense Finance and Accounting Service. He is responsible for the oversight and direction of DFAS information technology expenditures of approximately $500 million per year.

 

Prior to this assignment, Mr. Gillison served as the Director of DFAS Indianapolis and was responsible for managing the day-to-day operation of more than 3,600 federal employees providing a range of finance and accounting services to the U.S. Army, U.S. Air Force and 26 Defense Agencies worldwide.

 

Previously, Mr. Gillison served as the DFAS Indianapolis deputy director. From September 2008 to August 2010, he was Director, DFAS Rome, located in central New York State. His site was the accounting support to the U.S. Army, Army Central Command; the Accounting Center of Excellence for U.S. Special Operations Command; and Army and Navy Medical Commands. Mr. Gillison also served as the Acting Director for DFAS Limestone, Maine, from March to August 2008, supporting the U.S. Air Force. Before that, he was the Director of the Finance Mission Area for Standards and Compliance in Indianapolis, a position he assumed in January 2006. In that position he had oversight responsibility for pay services and disbursing operations to DoD for Active, National Guard, and Reserve military pay, civilian pay, travel pay, and retired and annuitant pay. During 2007-2008, he served as the DFAS Program Manager for Wounded Warrior Pay Management and supported DoD and the Department of Veteran Affairs efforts to enhance the financial component of wounded warrior care. Mr. Gillison also served as the DFAS Director of Military Pay from July 2005 to January 2006. As the Director of Military Pay, he directed day-to-day military pay operations for the Army, Navy, Air Force, and Marine Corps.

 

Prior to joining DFAS, Mr. Gillison completed a career with the U.S. Army as an officer, where he served in a multitude of assignments from the Airborne Infantry to Financial Management at HQDA and a joint unified command. Some of his active duty assignments included Commander of the 13th Finance Group supporting the III Armored Corps; Executive Officer to the Assistant Secretary of the Army for Financial Management; Chief, Program Analysis Division for the Army G4; Commander, 215th Finance Battalion supporting the III Corps and then 1st Cavalry Division; and as the Chief of Operations and Maintenance Budget Branch for the U.S. Special Operations Command. He also served in leadership and financial management positions overseas in Egypt, Korea, and Bosnia.

 

Mr. Gillison earned the Airborne & Air Assault Badges Joint Specialty Officer designation, and the Army Staff Identification Badge. He has earned a number of civilian and military awards, including the Legion of Merit.

 

Mr. Gillison holds a Bachelor’s Degree in Business Administration from Southern University, Baton Rouge, Louisiana; a Masters in Business Administration with a concentration in accounting from Indiana University Bloomington, Indiana; and a Masters of Strategic Studies from the U.S. Army War College, Carlisle Barracks, Pennsylvania. He is also a graduate of the Office of Personnel Management Federal Executive Institute Leadership for Democratic Society Program.


LTC(RET) Thomas McKenna

Thomas McKenna, is the Director of the Finance Mission Area at Defense Finance and Accounting Service, has been recognized by Elite American Military, for dedication, achievement and leadership in strategic planning.

 

Lt. Col McKenna retired from the United States Army after 35 years of service. Since 2011, he has managed the payment for retired military annuitants. While overseeing a staff of 55 personnel spread out across the United States, Lt. Col McKenna conducts strategic planning regarding the future of retired pay. This requires him to stay on home of trends affecting military retiree pay. He applies his Six Sigma Black Belt certifications, along with the knowledge he has gained from hard work, great mentors and being open about his future.

 

In addition to his military career, Lt. Col McKenna earned a bachelor’s degree in finance and marketing from Cleveland State University and a master’s degree in public administration from the University of Texas at El Paso. He served as Lieutenant Colonel and finance officer in the Army for 31 years, and maintains affiliation with the Veterans of Foreign Wars and the American Legion. He has been recognized with a Legion on Merit Military Award, a Defense Meritorious Service Medal and an Army Meritorious Service Medal.

Organized and executed a finance military skills competition consisting of 26 teams representing every finance unit assigned to United States Army, Europe (USAEUR).

SIGNIFICANT ACCOMPLISHMENTS: Developed a travel claim processing system that reduced the finance in-house processing time from eight to two days. Developed a comprehensive negotiable instrument processing system used in the absence of a military banking facility in Belgium. Using this system, the office cashed an average of 1.5 million dollars worth of negotiable instruments each month with negligible losses. Led the finance office in receiving commendable ratings in five functional areas during a Field Quality Inspection conducted by the United States Army Finance and Accounting Center.

CSM(RET) Wayne Ingle

 

Wayne C. Ingle retired from Federal Service 31 December 2012 after serving this great Nation in the U. S. Army and as a Department of Defense civilian for more than 50 total years.  He served as Director, Accounting Operations and Acting Director, Defense Finance and Accounting Service (DFAS), Indianapolis since August 2011.  Prior to coming to Indianapolis, Mr. Ingle assumed the position as the Director of DFAS Limestone in September 2008. He was responsible for providing the full range of financial services to the entire Air Force except that part of Pacific Air Forces west of the International Dateline serviced by DFAS Japan.  

 

Prior to this assignment in DFAS Limestone, Mr. Ingle served as Director, DFAS Japan site.

 

Mr. Ingle entered the federal civil service on 28 October 1985 as a supervisory military pay examiner at the U. S. Army Finance and Accounting Center (USAFAC). During the first five years as a civilian employee in USAFAC, he served as assistant chief in the Claims and Collections Division; a systems accountant in the Active Army Pay, Policy and Systems Division; a supervisory systems accountant (division chief) in the Reserve Components Pay, Policy, and Systems Division; and as supervisory systems accountant (deputy director) for Centralized Pay Operations. His first civilian overseas assignment, from November 1990 through October 1991, was as the Deputy Finance and Accounting Officer at Camp Zama, Japan. He was selected as Principal Assistant to the Commander, 175th Theater Finance Command (FINCOM), Republic of Korea, where he served until September 1994. He returned to Camp Zama and served as the Finance and Accounting Officer through September 1997.   At the end of this tour, he returned to the Republic of Korea as the Principal Assistant to the Commander, 175th FINCOM where he served until July 2000 when he became the DFAS Japan Director.

 

Mr. Ingle retired from the active Army as a Command Sergeant Major in April 1985. He is a graduate of the Finance Noncommissioned Officer Advance Course and the Sergeants Major Academy. While on active duty, he served overseas tours in Turkey, Japan, Okinawa (3), Korea (2), and Vietnam. His active duty awards include the Legion of Merit, the Purple Heart, Bronze Star Medal, Meritorious Service Medal (with 3 oak leaf clusters), the Army Commendation Medal (with 3 oak leaf clusters, and the Army Achievement Medal.

 

Mr. Ingle graduated from the University of Maryland with honors, earning a Bachelor of Science in Psychology degree. He later studied Accounting and Information Management at Indiana and Vincennes Universities. Mr. Ingle graduated from Michigan State University with a Master of Arts in Education (Mathematics and Science). He is a graduate of Personnel Management for Executives I and II and the Army Management Staff College. He is also a Certified Government Financial Manager.

 

Mr. Ingle is a Life Member of the Finance Corps Association, Non Commissioned Officers Association, Association of the United States Army, Michigan State Alumni Association, the American Legion, the Veterans of Foreign Wars, the Disabled American Veterans Association, and the Purple Heart Association.

 

After retiring in Indianapolis he was recognized 21 July 2016 by the Department of Veterans Affairs for contributing 943 hours of volunteer service providing transportation for our Veterans and their families to the Indianapolis VA Medical Center and the return trip home.  Mr. Ingle currently serves as the Treasurer, Wounded Warrior Ohana, headquartered in Honolulu, Hawaii.  He and his wife Kazue (Kay) recently moved to their new home in North Las Vegas, Nevada.
